Adapting Housing First project has published  training guidelines and policy recommendations designed to support the implementation and scaling of the Housing First approach across Europe.

Homelessness affects an estimated 1.3 million people in Europe, and the European Commission’s new Affordable Housing Plan highlights Housing First as a key strategy for preventing and ending homelessness. Although the Housing First model has demonstrated positive results, it remains limited in scope.

The newly published recommendations focus on strengthening professional competence, preserving core principles such as housing as a human right, choice and autonomy, and adapting the model appropriately in diverse local contexts. 

The training recommendations support practitioners, peer workers and residents in differentiating between adaptations that align with Housing First values and those that risk undermining them.

The policy recommendations emphasise the development of national and local Housing First strategies, integration with broader service systems and community networks, and the central role of homelessness prevention. 

Together, these guidelines aim to enhance the quality and reach of Housing First practice throughout Europe, supporting shared goals to reduce and ultimately eliminate homelessness."
